History

The coalition formed in 1990 when the Murfreesboro Housing Authority (MHA) of Middle Tennessee received a drug elimination grant from the US Department of Housing and Urban Development. With the grant funds, the MHA partnered with the Murfreesboro Police Department and formed the Drug Elimination Task Force Committee. They met quarterly to discuss and create plans to eliminate drugs in the Murfreesboro Public Housing areas. The Task Force experienced much success through the 1990s and decided to expand their mission. In April of 2002, the Task Force aligned themselves with the Community Anti-Drug Coalitions of America (CADCA), which formalized the Task Force and changed its name to the Community Anti-Drug Coalition of Murfreesboro (CADCOM). Due to their continued success the coalition grew to include Rutherford County. Since Murfreesboro is a part of Rutherford County, the task force changed their name from CADCOM to CADCOR - Community Anti-drug Coalition of Rutherford.

In 2003, CADCOR was selected to participate in the CADCA sponsored Greenhouse Training Program, which focused on the Communities That Care® prevention planning process. This process assists coalitions in overcoming the challenges and obstacles that stand in the way of the development, implementation, and evaluation of a comprehensive community substance abuse prevention plan. The Community That Cares® process along with technical assistance from CADCA have been instrumental to CADCOR in developing their mission and goals.

CADCOR Accomplishments

• Elimination of drugs and crime in two federal housing projects in Murfreesboro.
  

Numerous awards including:

• International City Management Association's Best Practices Award;
• Healthy Kids Award from the TN Department of Health;
• 2001 Award of Merit from the U.S. Department of Housing and Urban Development; the Communities Can!
• Award from the Federal Interagency Council;
• Magna Award from the American School Board Journal and Sodexho Marriott Services; and
• Six National Night Out Awards from the National Association of Town Watch for outstanding participation in America's Night Out Against Crime.
• CADCOR was awarded in 2004 the Drug Free Communities Support Program Grant by the Office of National Drug Control Policy and the Substance Abuse and Mental Health Services Administration (SAMHSA).
  
• CADCOR was awarded in 2005 the Byrne Grant award by the Office of Criminal Justice and the office of Community Anti-Drug Coalition Across Tennessee (CADCAT). The grant funds were used for Alcohol Awareness Campaign ads.

The coalition has presented its strengths and ideas at numerous conferences including the following:

• The International City Management Association Conference;
• 2001 Health Initiatives Conference;
• Communities Can! National meeting.
  
• CADCOR was selected in 2003 to participate in the CADCA sponsored Greenhouse Training program.
  

CADCOR Goals

In accordance with the Drug Free Communities Support Program, CADCOR's primary goals are:

• To reduce substance abuse among youth and adults in Murfreesboro.
  
• To strengthen the collaboration and support among communities, private nonprofit. agencies, federal, state, and local
• governments in combating substance abuse.
  
• CADCOR reviews its missions, goals, objectives, and initiatives yearly.

DRUG FREE COMMUNITIES SUPPORT PROGRAM (DFCSP)

The DFCSP is a collaborative initiative sponsored by the Office of National Drug Control Policy (ONDCP) and the Substance Abuse and mental Health Services Administration (SAMHSA) in order to:

• Reduce substance abuse among youth
  
• Help community coalitions strengthen collaboration, cooperation, and coordination
  
• Enhance inter-governmental collaboration, cooperation, and coordination
  
• Enable communities to conduct researched based prevention planning
  
• Provide communities with technical assistance, guidance, and financial support.

CADCOR MEMBERSHIP MEETINGS

CADCOR meets on the third Wednesday of every month at 3:00pm at the Murfreesboro Housing Authority auditorium located at 415 N. Maple St. Murfreesboro, TN 37130. The meeting dates and times are published in the Community Calendar of the Daily News Journal and on WGNS radio. The public is welcome to attend. If you would like to become a member, you may obtain a membership form by contacting our office or attending a meeting.

CADCOR MISSION STRATEGIES INCLUDE:

• Public Service announcements about the risk and harm of drug use.
  
• Formation of a Speakers Bureau to address civic groups and youth on CADCOR's prevention strategies.
  
• Distribution of pamphlets on the risk and harm of drug use to public facilities.
  
• Annual Drug Free Fair.
  
• National Night Out.
  
• TN National Guard provides merchant education posters concerning methamphetamine.
  
• Implementation of Second Step in partnership with the United Way. Second Step is a social and emotional learning program taught in the Murfreesboro City preschools and Project Go! through the Murfreesboro Parks and Recreation Department.
  
• Implementation of Reconnect Youth in partnership with the Rutherford County Drug Court. It is a SAMHSA Modal Program and is a prevention program for youth in grades 9-12 at risk for school dropout.
  
• Annual administration of the Communities That Care® Youth Survey that measures tobacco/alcohol/drug use and trends among youth.
